On May 20, Hu Zhongxiong, Provincial Standing Committee Member and Municipal Party Secretary of Guiyang, led a team to visit enterprises, including Guizhou Jarwin Technology Co., Ltd., and hosted a symposium to promote the synergistic development of employment, entrepreneurship, professional education, and “Four Industries.” The initiative aims to create a favorable environment for college graduates to stay and work in Guiyang, with a focus on strengthening enterprise R&D, school-enterprise cooperation, and talent support policies. The visit to Jarwin highlighted the company’s role in local talent employment and technological innovation, while the symposium outlined concrete measures to stabilize jobs, stimulate entrepreneurship, and align education with industrial needs.

On May 20, Provincial Standing Committee Member and Municipal Party Secretary Hu Zhongxiong led a high-level delegation to conduct an enterprise visit and host a symposium focused on promoting the synergistic development of employment, entrepreneurship, professional education, and the “Four Industries.” The event aimed to solidify talent support for Guiyang’s “Strong Province and Capital” initiative by creating a favorable environment for college graduates to stay and work locally. Attendees included Municipal Standing Committee Member and Secretary-General Liu Benli, Vice Mayor Long Cong, Municipal CPPCC Vice Chairman Liang Xianquan, and Yinyi Fei, Chairman and Executive Principal of Guizhou Vocational College of Commerce, reflecting the city’s cross-departmental and cross-sectoral commitment to addressing college graduate employment.
A key stop on the visit was Guizhou Jarwin Technology Co., Ltd., a leading lithium-ion battery manufacturer. Hu Zhongxiong carefully examined Jarwin’s product displays—covering energy storage batteries, high-rate batteries for drones, and customized solutions—before touring the automated production line. He inquired in detail about the company’s R&D capabilities (including its 46 authorized patents), product applications (e.g., China Tower, SF Express), business operations, and local policy support. Recognizing Jarwin’s role in the new energy industry, he encouraged the company to seize market opportunities, enhance independent R&D, and accelerate core competitiveness. Hu also probed into Jarwin’s labor shortages, professional skill requirements, and wage structures, urging the company to offer stable jobs to local college graduates and contribute to the city’s “six stabilizations” and “six guarantees” efforts.

Hu Zhongxiong then visited Guizhou Chalco Aluminum Co., Ltd., where he entered the cold-rolling workshop to inspect aluminum foil production. He learned about the company’s operational efficiency, market prospects (especially in high-end applications like new energy vehicle components), and sales performance. Emphasizing the need for industrial upgrading, he urged Chalco to target the high-end market, focus on deep processing, and extend the aluminum industrial chain—thus creating more high-quality jobs for local talent. Like with Jarwin, Hu thoroughly explored the company’s talent needs, labor gaps, and salary levels, reinforcing the importance of enterprises as key employers for college graduates.
Following the enterprise visits, Hu Zhongxiong chaired a symposium to consolidate insights and outline actionable strategies. He emphasized that employment is a foundational issue tied to livelihoods, public sentiment, and social stability, with college graduate employment being critical to overall economic and social development. Key measures include: expanding job opportunities through multiple channels, implementing Guizhou’s college graduate employment and entrepreneurship action plan, and enhancing the relevance of employment guidance services. He also stressed guiding graduates to adopt a pragmatic employment perspective, ensuring overall stability in the college graduate employment landscape.
Hu highlighted entrepreneurship as a core driver of innovation, urging support for young people’s creativity. To unlock entrepreneurial vitality, he called for building comprehensive entrepreneurship service platforms and addressing talent pain points—such as settlement, housing, education, and healthcare. The goal is to create an environment where talent can find suitable roles, focus on startups, work comfortably, and live happily. These policies are designed to retain college graduates in Guiyang by reducing barriers to entrepreneurship and career growth.

The symposium underscored the role of professional education in talent cultivation. Hu advocated for closer collaboration between schools, local governments, and enterprises to optimize higher education programs. He emphasized aligning academic disciplines with industrial needs (e.g., new energy, advanced manufacturing) and building competitive, industry-specific specialties. This school-enterprise integration ensures that graduates acquire skills matching local job markets, bridging the gap between education and employment. Guizhou Vocational College of Commerce’s participation in the symposium reflected this focus on talent supply.
Hu stressed that enterprises are the backbone of the market and employment. He called for prioritizing the stabilization and growth of market entities through targeted relief policies, enterprise visits, and optimized business services. The “Guizhou people services” initiative will enhance the business environment, boosting the number, vitality, and strength of enterprises—thus stabilizing industries and expanding employment. For companies like Jarwin, this support will enable them to scale operations and hire more college graduates.
During the symposium, Guizhou Vocational College of Commerce presented its talent training programs, while enterprise representatives (including Jarwin and Chalco) discussed college graduate employment, industry-education integration, and school-enterprise cooperation. The dialogue highlighted the need for joint efforts to align talent supply with industrial demand. Attendees—including Baiyun District officials, municipal departments, and business leaders—committed to implementing the symposium’s strategies to drive talent retention and economic development.
